Q. Kim Jong Un has reportedly criticized the South in a very strong tone while visiting flood victims. What is the Unification Ministry’s position on such remarks?

A. The North, suffering from extensive flood damage, is faced with an emergency calling for the mobilization of all its social capability. Nevertheless, its intention lies in reducing public sentiment by shifting blame to the outside world.

Q. There have been reports that flying leaflets to North Korea could violate the Copyright Act and the Aviation Safety Act. In this regard, does the Ministry have plans to discuss this with North Korean defector groups? Also, how will the Ministry approach the issue of scattering leaflets to the North in the future?

A. As I have explained in a number of occasions, the Ministry approaches the issue of disseminating leaflets to the North while considering the intent of the Constitutional Court’s decision to guarantee freedom of expressiσn. Relevant agencies will adequately determine and respond to matters concerning violations to the Copyright Act and the Aviation Safety Act.
